You can achieve this by using setTimeout()
:

$('#feedbackLink').hover(
function() {
clearTimeout(timeout);
timeout = setTimeout(function() {
$("#feedbackLink").html('Send us a quick message!');
}, 2000); // change the HTML after 2 seconds
},
function() {
clearTimeout(timeout);
timeout = setTimeout(function() {
